As a result of two NJ department eliminations the below is being noted on the original department posts. The quotes were gathered from current the NJ Budget.
Abolished-NJ Commerce Commission Department.
“The Urban Enterprise Zone Authority was transferred to the Department of Community Affairs from the New Jersey Commerce Commission in fiscal year 2009.”
Also, most business activities formally under the Commerce Commission were transferred to the Economic Development Authority (EDA) - in, but not of the Treasury Department.
Abolished-NJ Department of Personnel
“The Civil Service Commission was created in fiscal year 2009 pursuant to P.L.2008, c.29. For comparison purposes, evaluation data from fiscal years 2007, 2008, and 2009 were transferred from the Department of Personnel [to Labor & Workforce].”
“The Human Resource Development Institute and Equal Employment Opportunity and Affirmative Action programs were transferred from the Department of Personnel in fiscal year 2009 and consolidated into the Department of Treasury as the Workforce Initiatives and Development program.”

Position Data
Position data can be a challenge, as measurements by various departments have their own concerns in mind. The Office of Management & Budget (in Treasury) would be interested in employees who are on the payroll at the time of a certain period. For personnel measurements, the concern would center on employees who are active and inactive, seasonal and intermittent, and per diem (per day) during a certain period. Personnel numbers would always be more if these variables exist.

Before continuing on the massive outlines of the structure of New Jersey (all filed under Branches/Departments/Divisions) a brief update and informational statement is in order. All of the departments are posted. We will call this the first round.
Departments are part of the Executive (Governor) branch of government. The Governor’s office, and Legislative and Judicial branches are yet to be posted. Before continuing on I will be going back and enhancing and updating the earlier departments. Links will be checked, and structural components, for any changes made by the state. New information and enhancements will also be added. Notice will be made when such changes are made.
The project began as a ‘brain child’ of Steve Lonegan and from there I was willing to tackle the work. The original visual behind the outlines was the “Wall of Pork” which has been publicly viewed a couple of times.
I welcome comments, corrections, and suggestions on this project as the goal is to create the most concise information and user friendly summary possible.
It certainly continues to be a very educational venture and the more that is seen the more I expose that the State of New Jersey is full of its own very expensive fiefdoms (aka: authorities, boards, commissions, etc), that should be eliminated.

But instead of cleaning its own house others are being targeted, such as small municipalities and small school boards. More often than not, these are simply used as scapegoats and are being targeted, and ‘picked-off’ for elimination by the state.

“The Centers of Place program is designed to assist municipalities who have formally participated in implementation of the New Jersey State Development and Redevelopment Plan (SDRP). The program provides an opportunity to apply for funds to support non-traditional transportation improvements that advance municipal growth management objectives.
·Is a designated center with boundaries designated by the State Planning Commission (SPC).
·Has a Strategic Revitalization Plan and Program approved by the SPC.
·Is within an endorsed urban complex consisting of two or more municipalities and a designated center in the Metropolitan Planning Area.
·Is a Pinelands Town or Village under the Pinelands Comprehensive Management Plan. Pinelands Towns and Villages are now receiving treatment equivalent to State Plan designated Centers in this program, in accordance with an agreement signed in June 1999 by the Pinelands Commission and the State Planning Commission.”
•DISCRETIONARY FUNDING (LOCAL AID INFRASTRUCTURE)
“Subject to funding appropriation, a Local Aid Infrastructure Fund is established to address emergencies and regional needs throughout the State. Any county or municipality may apply at any time.
These projects are approved at the discretion of the Commissioner. Payment of project costs is the same as the Municipal Aid Program. Under this program a county or municipality may also apply for funding for pedestrian safety and bikeway projects.”
•BIKEWAYS
“The New Jersey Department of Transportation’s Bikeway Grant Program provides funds to counties and municipalities to promote bicycling as an alternate mode of transportation in New Jersey. A primary objective of the Bikeway Grant Program is to support the State’s goal of constructing 1,000 new miles of dedicated bike paths (facilities that are physically separated from motorized vehicular traffic by an open space or barrier either within the highway right of way or within an independent right of way). In an effort to establish regionally connected bicycle networks, this program is available to every municipality and county throughout New Jersey. Although priority will be given to construction of new bike paths, the proposed construction or delineation of any new bicycle facility will be considered.”
•HISTORIC BRIDGE PRESERVATION
“The Historic Bridge Preservation Program is designed to provide funding to county governments for minor repair and enhanced maintenance projects to prolong the life span of New Jersey’s historic bridges. Historic bridges are an important and good visual reminder of New Jersey’s transportation heritage. This program will provide incentives to county governments to help prevent the loss of these important historic resources.
The New Jersey Department of Transportation (NJDOT) has programmed $500,000 in its Fiscal Year 2009 Transportation Capital Program for this program. The program will provide 100% state funding for small scale projects.”

“The New Jersey Department of Transportation’s (NJDOT) Safe Streets and Neighborhoods program is designed to provide funding to eligible cities and municipalities for Advanced Traffic Management Systems (ATMS) that will allow communities to better manage congestion and incidents at key intersections, improve transportation mobility, efficiency and safety, and provide timely information to emergency operation centers through the installation and integration of traffic and surveillance cameras.”

“On September 18, 2006, Governor Corzine announced a comprehensive Pedestrian Safety Initiative. One element of that initiative administered by the New Jersey Department of Transportation (NJDOT) is the Safe Streets to Transit (SSTT) program. This program provides funding to counties and municipalities in improving access to transit facilities and all nodes of public transportation. The objectives of the SSTT program are:
·To improve the overall safety and accessibility for mass transit riders walking to transit facilities.
·To encourage mass transit users to walk to transit stations.
·To facilitate the implementation of projects and activities that will improve safety in the vicinity of transit facilities (approximately one-half mile for pedestrian improvements).”

“The Commission serves as the principal advocate for an integrated system of higher education which provides a broad scope of higher education programs and services. The 31 public colleges and universities are comprised of Rutgers, The State University of New Jersey; the University of Medicine and Dentistry of New Jersey; the New Jersey Institute of Technology; 4 state colleges and 5 state universities; and 19 community colleges. The 32 independent institutions include 15 senior colleges and universities with a public mission, 2 independent two-year religious colleges, 9 rabbinical schools and theological seminaries and 6 proprietary institutions with degree-granting authority.”

The division responds to complaints from patients, their families, other interested citizens, public officials and government agencies.”

“…is court ordered to represent individuals facing significant liberty deprivation in civil proceedings. The division represents about 50 percent of the adults and children committed under the Mental Health Civil Commitment statute. Individuals may be committed to federal, state, county or private psychiatric hospitals, or to general hospitals with short-term care psychiatric facilities or to children’s crisis intervention services.
Under an agreement with the Division of Developmental Disabilities, the Division of Mental Health Advocacy’s Guardianship Unit also provides representation to individuals who are involved in “guardianship of the person” proceedings.
Finally, the division also provides Constitutionally mandated legal services for indigent people facing indefinite civil commitment under the Sexually Violent Predators Act at one of the State’s two treatment facilities.”

“The Commission’s Fresh Start Residential Community Home is specifically targeted for the treatment of 28 male juveniles with serious emotional disorders and special needs. In addition, the Commission operates a 24-bed program for juveniles with serious mental health problems necessitating secure treatment on the grounds of the New Jersey Training School.”

“In 2000, the Commission received funding to allow private providers to designate a total of 12 beds for juvenile sex offenders. These services are designed to complement the Pinelands Residential Community Home. Pinelands currently provides residential treatment for 18 males between the ages of 14-18 with a history of sex offenses.”

“The JJC operates a residential program designed specifically to treat female substance abusers. The DOVES Residential Community Home (Developing Opportunities and Values through Education and Substance Abuse Treatment) shares space with Valentine Residential Community Home, a female residential program, serving up to 10 female substance abusers.”
“In addition to a secure substance abuse treatment unit located on the grounds of the New Jersey Training School serving 52 males, the Commission has two residential group centers that serve male substance abusers, Campus RCH and Ocean RCH. Residents participate in the New Freedoms Cirriculum to help break their addiction and remain substance free.”

“The Juvenile Justice Commission operates 15 Residential Community Homes (RCH). The number of juveniles residing at each facility varies. The Commission has also designated certain facilities for specific categories of juvenile offenders including those who have serious substance abuse problems, sex offenders, and those juveniles who have been found delinquent, but also have serious emotional disorders.”

“Diagnostic evaluation, vocational counseling and guidance, job placement, supported employment services, on-the-job training, job coaching, and work adjustment training in a community rehabilitation program are services provided at no cost to the consumer. Expenses for medical services, training, books, supplies, tools, and equipment are based on an individual’s ability to pay. DVRS financial criteria are less restrictive than those of many other agencies. Counselors are required to locate “comparable benefits”, that is, identical services available from other sources.”

“The Public Employment Relations Commission (PERC) administers the New Jersey Employee-Employer Relations Act (N.J.S.A. 34:13A-1 et seq.) This independent agency deals only with public employment matters related to determining negotiations, preventing unfair practices, and settling disputes between unions and public employers. “Public employer” means the State of New Jersey, all counties and municipalities or any other governmental subdivision of the state, a school district, or any special district, or any authority, commission, or board, or any branch or agency of the public service. The commission does not have jurisdiction over disputes involving private employment or private sector employees or employee organizations.”

“The State Employment and Training Commission (SETC) provides a forum where representatives of government, business, labor, and the general public can work together to create policy initiatives for the workforce readiness system. Its goal is to improve the skills of New Jersey’s workforce by creating a cohesive statewide system of employment, training, and education programs and services. The commission works with state and local government agencies to ensure the implementation of agreed upon policies. The commission is the “State Workforce Investment Board” under the federal Workforce Investment Act.”
